foxCast now links GStreamer and Qt 6 with CGo by default (in-process GStreamer, tray GUI in the default build), so its CI needs these to build and test.

libgstreamer1.0-dev, qt6-base-dev, liblayershellqtinterface-dev: build
gstreamer1.0-plugins-{base,good,bad,ugly}, gstreamer1.0-libav, gstreamer1.0-pipewire: capture and encoding elements
gstreamer1.0-x (Pango textoverlay/timeoverlay) and fonts-dejavu-core

build-essential and pkg-config were already present. Checked in a plain ubuntu:26.04 container: foxCast's go build ./..., go vet ./... and go test ./... all pass with these installed.

foxCast now links GStreamer and Qt 6 with CGo by default, so its CI needs
their development files to build and the GStreamer plugins its tests run:

- libgstreamer1.0-dev, qt6-base-dev, liblayershellqtinterface-dev: build
- gstreamer1.0-plugins-{base,good,bad,ugly}, gstreamer1.0-libav,
  gstreamer1.0-pipewire: capture and encoding elements
- gstreamer1.0-x (Pango textoverlay/timeoverlay) and fonts-dejavu-core

Checked on ubuntu:26.04: foxCast's go build, go vet and go test pass with
these installed.
