Reposyncer now makes every CI workflow that runs on pull_request a required status check, not just the managed-* ones.

Workflows whose filename starts with optional- (e.g. .forgejo/workflows/optional-slow.yml) are never required.
Like Forgejo, only one workflow directory is read: .forgejo/workflows if it has any files, otherwise .github/workflows.
A check is still required only if it runs both on the base branch and on the sync branch, so a PR can't be blocked by a check it adds, removes or renames. The sync branch's workflows are now read from git (HEAD after the baseline is applied) instead of from the files reposyncer wrote.
New tests cover non-managed, optional- and push-only workflows, plus the case of a repo that only has .github/workflows.

Heads-up: On the next run, existing repos with their own PR workflows will have those workflows added as required checks.
